72 50 hp evinrude, key doesn't stop boat

Found out something else interesting while troubleshooting my boat issue. When you turn off the key, the motor keeps running. Where should I look first? Could this be related to the poor performance, hard starting, and rough idle I'm experiencing? Both spark plugs show spark with a spark tester while the boat is running.

Some magnetos/CDIs need to be grounded to shut off the engine. The off position should connect the ground wire to to one of them. Looking at the wiring diagram for a 1973 50hp (don't have a diagram for 72), it shows the ground getting connected to the CDI in the off position.
