1994 Evinrude 3HP Model E3RERE -- Carburetor bladder suppose to have slit in it?

Does anyone know if the carburetor bladder is suppose to have a little slit in it? I cannot find a picture with clear enough quality to match it against. The motor runs fine at idle and when you give it gas it will bog out and shut off. Trying to figure out what the issue is and hopefully repair it.

Are you talking about the fuel pump? If so there should be no tears in it. It needs to be rebuilt.

Is there suppose to be a slit in it or should it be smooth and solid?

That one has me stumped but I would think if it is split it is most likely bad.
