I have a 73 johnson 9.5 hp I had to replace the recoil. So I bought an entire recoil off ebay. I replaced the recoil. The recoil engages the flywheel good, but the recoil rope isnt rewinding all the way. My question is do I have to release the spring and re-tighten it? Or reset the spring somehow? Or did I buy a bum part? Any help would be apreciated.

If everything is already assembled, no need to make it too complicated.
Pull the rope out so you have 2-3 free rounds/grooves for the rope on the spindle.
Jam the spool with a screwdriver or similar so it can not retract.
Take the rope out of the handle and 'thread' it around the free grooves in the spindle, then out back to the handle again.
Test.
If OK, be happy, if not just repeat until you are happy!

And. nothing against e-bay, but, be certain you have all the correct parts, e.g., that little flat washer that sits in the bottom of the starter cup....
