They're called welch plugs. Just get a very sharp nail and poke it in, but not too far, just enough to get some leverage on it and then just pop it out. Make sure you have the replacements on hand. Also make sure there's no blockage or debris in there before you pop the new one(s) in. I use carb cleaner and an airhose. Quick and easy.
