Own a 1995 fling with 115 johnson compression was checked is 120 across the board was very hard to start that was fixed vro was removed previuosly now i had electric fuel pump installed. starts good now idle is good but can only get half throttle it just goes back to idle anyone with an idea

Welcome to iboats. Take a buddy and a timing light with you next time out. When it does this check for spark on each plug wire. It sounds like you might have dropped a cylinder due to a bad coil or maybe a powerpack. If spark is good on each plug wire then it is a fuel problem. Pump your primer bulb. If it picks up and runs right then it is your fuel pump. If it doesnt' it sounds like you are due for the carbs to be cleaned well.

timing has been checked also carbs have been synced. just wondering if low volume electric fuel pump is too low

fireman57 was refering to checking the spark on each cylinder with a timing light to make sure you are not dropping a cylinder, not checking the timing.
It would be in your best intrest to remove the electric fuel pump and install a pulse type pump. Electric fuel pumps on outboards are not a very good idea, if there is a fuel leak you will fill the engine pan with fuel before you know you have a problem. There is no way to shut down the electric pump unless you turn the key off.
