93 Johnson 48 HP won't idle

My motor runs OK from slightly above idle in gear to WOT. When I try to throttle back to idle, it dies. The carbs have been rebuilt, new plugs. Makes life interesting at boat ramps. Any ideas?

Have you tried adjust your low speed jets?

Has it been properly timed and link/synched? How about just bumping the idle adjustment screw up a bit?
