1964 9.5 hp johnson poppet valve

under the cowling, on the starboard side of the block I can see what seems to be a circular cover held in place with 2 bolts or so. What am I looking at? Poppet valve?

I know it sounds like a riddle.

It doesn't have one, it has a thermostat on top of the cylinder head and that's it.
