dirty carbs 175 hp evinrude,,

can someone teel me if this sounds like a dirty carb or should i be looking at somthing else ,,what i have is a 1989 175 hp evinrude,,a lil hesitant to start usually after second turn ,,once on runs and idles great now once i turn it off if i let it sit for a few min it will crank right back on let it sit for a hour or more and then it feels like it is flooded ,,is it possible to just clean the carbs or do i have to rebuild them and what should the cost be to clean or to rebuild ,,i live in sanford fl ,,

I just did my carbs on a 115 Yahmaha 1987....would not idle...I looked on UTUBE and there was a guy doing the same carbs...get a manual...exploded view and took off...cleaned all the jets and blew them out...made a great difference...not that hard..good luck
