tuning 68 v4 100hp from scratch. where to start?

Hi I have a engine as stated in subject.
When I purchased it the wiring was missing, the dissy and alternator and other bits was in a box.
I have finally managed to get a spark after replacing parts and wiring but unsure where to start Nd proceedure with tuning it, like setting to default then tweak.
If someone could help I would appreciate it.

I am new to outboards but if I were you I would start with checking compression then fuel system. Since you've already managed to get spark most likely should be all set there. After all you only need compression spark and fuel to run an engine. I'm sure some of the experts will chime in with far more helpful advice then me tho.

Is your question where to set the timing? There is only one adjustment, full advance. Unless somebody has messed with it, leave it alone. "Tweaking"? Nah, set it with a timing light once you get it running.

If your question is the throttle and carburetor linkage synchronization, that is a whole different subject.
