1979 55 HP Evinrude Lower Cylinder Not Firing, Good Comp., Good Spark, Clean Carb

Hello, I have a 1979 55 HP Evinrude with almost to good of compression (150/150), good spark, and a rebuilt carb. The motor starts very easily but the bottom cylinder does not fire. When you put your hand over the bottom carb or bump the choke the bottom cylinder fires right up. We've been through all of the vacuum hoses and the fuel pump works just fine. Could this be a reed valve issue? What else am I missing?

Float needle sticking? Carb gasket leaking? Having to choke it seems to say some kind of leak somewhere.

You may have a fuel delivery prob to the bottom carb or else you missed something when you rebuilt it. It's the little things that always get ya'.
