Steering Cable Removal on 1989 70hp Evinrude

So my steering cable is bad on my evinrude and im trying to remove it from the motor. I have loosened the nut at the cable and the motor and have worked the rod (at end of cable) almost all the way out of the cylinder that the steering cable is in. But the cable seems to get stuck like something is holding it in there. I have tried working it back and forth with everything I have and it will not completely come out. Is there something else that is holding the end of the cable in the motor? I have tried and inspected everything for to find out what is holding the cable in but cant seem to find the problem. Thanks for any help or ideas.

Sometimes they can be a bear to get out of the pivot tube. You can try putting a little heat on it and try to break it loose.

Have you disconnected it from the helm and ensured that it can slide freely through the gunwhale?
