1964 Evinrude 28 hp throttle question

It's a speeditwin, runs great but it seems the throttle mechanism won't got to full position. I am not sure if it's a cable adjustment or what. My old merc had a throttle stop that was a plastic tip on a screw and that motor did the same thing until i backed that screw out and it went full throttle and ran great afterwards, is there a similar thing on this motor? on the engine it has slow, start and fast, it won't go to the fast mark. I've tried to take the cable off and do it manually but still won't go further. Any ideas?

I got into looking at how everything is working in sync and realized that the shift lever is not allowing the throttle to go all the way. Adjusted the Shift cable and it works great now. Thought i'd pass that on.
