1994 Evinrude 200 Ocean Pro, gauge reads 18v+

I recently bought this motor, E200TZERK, and installed it on my boat, a 19.5' Sportcraft center console. The controls, gauges, ignition switch, and warning horn came with the motor.

Every time I turn the key on, the horn goes off once. Is this normal?

Also, when the ignition is on, the gauge pegs at the top, reading 18v+ whether the engine is running or not. I have a brand new 27 series marine battery, charged, that reads 12.88 volts when off, and around 14 volts (it has varied the couple of times I checked it) when the motor is running at idle. I have the factory manual, but couldn't find anything about this issue. I suspect it's one of my connections and will re-check them, but does this issue sound familiar to anyone?
