100 hp evinrude wont run wot

Just bought the boat,when we took it out it would only run half throttle.took the cowl off and played with throttle linkage and it run wot then.The next time we took it out it done the same thing,half htrottle.This time i could not get it to open up.

It is 1979 model(100993S).I pulled the carbs today noticed the choke flaps were closed 1/4 way.The carbs were clean,no trash in bowl.All the plugs looked same,light brown color.The fuel line was missing a clamp at fuel pump,think it could be sucking air.Any suggestions would be appreciated.

1st. Do you know the compression in cylinders? 2nd. yes if hose not clamped, could be sucking air? 3rd. are you running 50:1 mix?
