1973 Evinrude 135 HP Model 135383M Tilt Issue

I need to tap into the expertise of this forum. I am working on a boat (fairly new to boat maintenance). It has a Evinrude 135 HP that he bought to put on this boat and the power tilt isn't raising the motor up. You can hear the motor running when trying to raise it but no movement, you can hear the motor click when you try to lower it but the motor is all the way down at this time. It worked a couple of times after he brought it over the other day but after I lowered it all the way down the last time it hasn't moved in the up direction since.
Any help is greatly appreciated on this matter.

Have you checked or topped off the fluid level

Yes sir I have, but the engine is full down and that should be done in the up position correct? The fluid is good as far as level goes but does look like it could stand to be changed. Do you know what fluid is recommended for this?

OK, removed relief plug to raise motor up position and fluid was nasty brown so changed the fluid and flushed out the reservoir and filled with fresh clean fluid. Motor still not working. Pulled motor off and pulled it apart and brush assembly was basically disintegrated and the windings smelled where the motor had gotten really hot. Nutshell--motor is bad. Anyone know where to get parts for this or another motor? By the way, I apologize, this is a 1974 and not a 1973 model motor.
Also a new problem discovered, runs fine with the muffs on but in the water when you go to full throttle, within a minute or two, the engine is starving for fuel and the primer bulb is sucked in. Fuel tank vent problem?

Fuel tank vent, restriction in fuel tank, bad anti-syphon valve or primer bulb.

There are two motors, calco and prestolite, there is very good info on the site if you do some searching, here is one to start with.

Figure out which motor you have and then you can go from there.

I ended up finding a working calco set up thanks to this site.

Hi,
I have a 1974 135HP trim that I am willing to part with it is the trim only not the trim/tilt, it includes everything, I converted mine to after market divorce trim/tilt setup that has worked well.
