Johnson Power Trim Fluid Help Needed

I have a 1985 Johnson 200 hp outboard that has been stored for about a year. My power trim motor works good in the up and down positions but the engine does not move. I can pick it up by hand but the cylinder will not move when the trim motor is running.
Can I add fluid?? If so, does the motor need to be in the up position? How do I bleed the air?? Any help appreciated..

should be in the up position and fluid level should be to the bottom of the full hole threads

Once you fill it, run the trim up/down a few times. It self-bleeds by running it up/down. Keep adding fluid till the level stays at the full mark.

Also, do you know why the fluid is low in the first place? That sounds like a pretty bad leak if it's in fact losing so much fluid it can't operate. (One of my boats kept losing fluid and I finally figured out that previous owner didn't have an O-ring on the fill plug.)
