Evinrude 4443 part identification

Can anyone help with identifying this part? Lower unit was disassembled, carb and reed plate removed, pull start and tank were also removed when I received this outboard. Haven't been able to determine where this part goes. I have no manuals or parts lists yet.

The motor is a 51.
You need a Factory parts manual it will help identify the part and may serve to help tell other motor parts that may fit.
There are reprint factory manuals available here at I boats.
