Low Voltage to trim tilt motor 1985 Johnson v4

model number J90TLC0S just got the boat motor and the trim and tilt motor was frozen took of the trim and tilt motor and swapped it with a working one reinstalled it work great with it hook up direct to the battery but when i hook it up to the wires on the motor i get a low power enough to make noise but not enough to move the boat motor up or down gonna get the actual volt tomorrow to see how low it is thank

Good idea to use a meter, put it on the relays , they are consumable parts but can be popped open and resoldered if you like. Could also just be switch or a wire corroded internally, the meter will tell.

Was the motor you installed a 2 or 3 wire motor?
