Evinrude 50/35 Jet Lost Speed after carb cleaning?

Hello,

I have a 1991 Evinrude 50/35 Jet that had a "hesitation" when running WOT, if you push choke when the engine revved down engine picked back up. Assumed it was a carb issue. When running WOT was going 33 MPH. After having carbs cleaned engine runs MUCH better without the hesitation but my top end speed is now 25 MPH.

Is there an adjustment I can make to Carb to get the speed back ?

I'm assuming Idle screw has no bearing as she idles great.

After having carbs cleaned

What did that entail? Was it DIY?
Carbs should be rebuilt with new kits.
What RPM's are you getting wide open?
What rpm were you getting previously?
Are the throttle plates opening full 90degs all even?
