Primer Solenoid Lever Position - '90 Johnson 200

Hopefully this is an easy one. I bought a '90 Johnson 200 last year for a boat I'm rebuilding and am FINALLY ready for some test runs . I have the factory service manual and it's not mentioned in there - is the lever on the primer solenoid supposed to be down to run or horizontal to run?

Normal run position is with the handle aligned with the cylindical base of the solenoid.
