The pull coord will not retract after I tried starting it several times. Anyone know how to repair this so the coord will retract again?

Did it used to work, but got sluggish and you didn't take it apart or anything? May be all gummed up with old sticky grease.

Take the recoil off and turn it upside down and dump a bunch of mineral spirits or kerosine in it, and repeatedly pull the rope. That should wash the gumminess out but leave some lubricant behind.

Possible that the spring has broken!

Probably the spring, but heres what the trouble shooting in my manual says

Starter rope does not return:
a. Recoil spring broken or binding
b. Starter housing bent
c. Loose or missing parts
