OK I will be making some assumptions here.
As the 9.9s were only made from 1974 to 2007. With your motor being E10BELCA The first letter E = Evinrude, -- 10hp (rounded out = 9.9) -- B for Belgium, -- E = electric start.
Now there is not a letter 'L" in INTRODUCES code which would designate the first of the year code. However there is "U" = 7, C = 8 & E = 9 which would cover the years your motor was manufactured. This code started in 1979. So it it is not possible to be a 1979 because your second year code is "8" so unlikely it is a crappy marked C, so therefore the logic is it would be crappy "E" missing the upper ears, making the motor possibly a 1998.
