1989 Yamaha 200hp OB full power surging

One of my twin engines has just begun surging as I throttle up above 3500 rpms. I cleaned the carbs and changed the fuel canister filter, no help. I have new plugs too. Would anyone know if this year has an inline fliter?

Any suggestions on what to do next??
