1983 115 evinrude have to push choke to gain speed

I have a 83 115hp evinrude was running rough, i have to choke with key to
get it to run past 10mph or so. I push key and it speeds up. I have had the
carbs cleaned out and kits put in and cracked fuel lines replaced. the carbs pump up with gas and hold so i know they are getting gas from small tank bubble. Any ideas guys???????

Did you have the fuel pump rebuilt too?

No i did not could i get someone to pump the bubble while running and see if it helps.

You could definetly try pumping the primer bulb while underway if that helps you know its a fuel delivery problem. Dont pump to much you will flood your engine and stall out having to wait for your carbs to drain could take a hour or so!! Try pumping the primer every 15 seconds and see if that works!

Did you ever find the problem? My 40 is having the same issues right now and it's already cost me enough money.
