25hp carb help

Have a '93 25hp tiller handle. starts and idles fine. won't take off for high speeds unless I hold my fingers and partially block the throat to restrict the air. fuel flows freely into it but when the butterfly is fully open it bogs and will die. I have had this carb apart twice already and rebuilt it the first time and checked/cleaned the second. Still does it. What have I missed? It's not like this is the first one I've done. There is a brass screw at the top which controls the air and it runs best about 1.5 turns out but won't let it kick into high speed without my two fat fingers blocking some of the air.

Yeah, it's fine. It runs like a bat out you know what when I restrict the air.

with your fingers over youre somewhat choking it.usually when you have to choke it to get it to pull fuel,its a dirty carb.but you said youve thoroughly cleaned it.if using a primer bulb hose,make sure its not leaking.im sure you knew that.might have to check that carb one more time tho. hope you get it.
