question on power polit control

I have a 1973 85hp evinrude with evinrude power pilot control. Can somebody tell me what the knob on the front end does, it says throttle friction.

And while I talking about this control, how much should the lever have to move to get the rpms up, this one if it were divided in thirds from neutral
1/3 engages the gear.
2/3 not much response maybe at the end of it
with the last third is were i get the most throttle.

The knob is to tighten the throttle to keep it from creeping on you. Hands free operation.
