60 HP Johnson- oil/gas mixture carb problem

Just bought a 89 pontoon boat with a 60 hp Johnson that is supposed to be newer than the boat. It will start but only run for a few seconds. My mechanic experience is pretty basic.

history:
1. elderly owner said it ran fine late last summer.
2. I doubt that he winterized the engine sitting in the dock all winter.
3. Two weeks ago he mistakenly added a 25:1 gas/oil mixture instead of 50:1. He admitted there was a gallon of old gas in the 6 gallon tank.
4. After adding the new fuel mixture; he said the boat cranked well and ran for about 10-12 minutes just fine; then it died.
5. Now the motor will cold start quickly; but only run a few seconds. It will restart immediately; but still only runs 3-4 seconds. There is a lot of smoke coming from the engine and a good amount of oil residue on the water around the engine.

He is blaming the problem on the oil mixture; but I am afraid it may need a
carb rebuild.

Is it worth trying to simply switch out the gas, clean the filter and perhaps change the plugs?
Or is the carb rebuild the more likely answer?

Mixture is not the problem.

Not enough fuel is getting to the engine. Could be carb float system, fuel pump or fuel supply.
