Power tilt and trim questions

I've got a 1988 110 v4 vro evinrude. The power tilt and trim is slow for about 15 seconds then it picks up speed. Looking at it there are 3 hydrolic rods 2 short rods on the outside and a longer one in the middle. It seems slow on the 2 short rods once they max out the longer rod picks up and it seems fine. This is happening whenever I trim the motor up or down. Is this normal? Could it be low on fluid?

That sounds pretty normal. The short trim rods hold the motor's trim under power, so they have lots of hydraulic advantage and move slow. The single rod tilts the motor, when it is not running and has a small hydraulic advantage and therefore can move faster.

Normal. Two diiferent speeds for the load. Trim takes a lot more power than tilt. Trim cylinders are the TWO. Tilt is the ONE.
