Tilt: There is no way to lock it up. But you can adjust the tilting friction so it will stay where you put it. Just snug up a bit on the nut on the "hinge" bolt that it tilts on.
Steering: Hunker down and look between the transom clamps, just over the top of the transom. See that screw head looking back at you? That is the steering friction adjustment.
Back to the tilt: If you are looking for something to hold it up while trailering, use the tried and true Redneck method. Stick a piece of wood or broom handle on top of the transom brackets. Be sure to tie or bungee cord it in place so it doesn't bounce out.
