1971 evinrude sport twin

i have a 1971 evinrude sport twin and my question is when i have the throttle wide open maxing it out it drops back down as if it was slipping gears or something. At first i was mixing the gas oil ratio rich could that be a problem with the way it runs or is it something more serious. I had the prop tested and the guy said it wasnt any play in it what do you think the problem may be please help

sorry, well sometimes when i have it wide open meaning all the way up to the max its like it slips out of gear and drop back down to idle speed speed without me releasing the throttle like a car when the transmission slipping/ going bad
