'89 evinrude 9.9/15 hp carb bogs at full throttle

Need help my motor bogs at full throttle, but if I squeeze the prime bulb the motor smooths out and runs fine. Is this a dirty carb,bad fuel pump or what?

Symtoms of a bad fuel pump, but FIRST, confirm every fuel hose connection from tank to carb is leak-free, and confirm tank screen isn't plugged/restricted. Also, remove filter cap on fuel pump and check screen.

Agree with above. Could be your tank is not vented? Weak fuel pump if nothing mentioned works. Best of luck. Rick.
