Shift rod "holder" not moving "in"

I have a 1995 Evinrude 60HP. I had the powerhead and lower unit off for some repairs. I put the powerhead back on and replaced the cowlings, etc. Now I was planning on re-installing the LU, but I noticed the linkage which locks in the shift rod is "out" further than I think it should be. I moved it back and forth (i.e. toward the front or back of the motor) with a very slight amount of pressure (pushing in) feeling for it to slide in somehow. I didn't feel any sort of "groove" of "slot" where it slides in further... To remove the lower unit, you push it in to unlock the shift rod.

I really sooooooooo don't want to remove the powerhead, but I fear maybe I inadvertently pulled the rod out when reinstalling the powerhead. Now I'm worried about monkeying around too much in case it makes matters worse.

As you can see, there's a white plastic collet that's pulled a bit out as well:

Can anyone suggest my next step??? I could push harder, but again, I'm worried I'll make it worse and have pull the powerhead (and have to order a new gasket)! Thanks!!!

Done. Wanted it to be easy to see (obviously it was the opposite).
