1980 johnson 70hp bogging

i have a 1980 vro johnson 70hp that bogs when you go to hit the throttle. i just took the carbs of to put new kits on and it looks like they were recently done and all the orfaces were incredibly clean and so was the bowl and float there was absolutly nothing in the carb at all i need some guidence

I just had the same problem with my 88 spl,I did as you and started with carbs,fuel filter,compression check,and checked the screen filter on fuel pump and all was good as gold.
Ended up being 1 of my power packs,I switched the packs to confirm that it was a bad pack.
