You do not really need any special tools. A float gauge is not really necessary. Install the float so that when you have the carburetor flipped over from its normal position, the float is level with the float bowl. Some install the float so that the unhinged end is very slightly higher than the hinged end (in the flipped over position). THe only other tool you need would be a special screwdriver to remove the jets. You can make one by grinding down an old screwdriver.
