Twist handle screw on 79 9.9

Can anyone give me some tips on removing the screw that holds the handle on my 1979 9.9 Johnson tiller? I have a proper fitting philips and it just won't budge. I can't heat it as the handle is plastic and I really don't want to strip it out and have to drill out a stainless steel screw. I've been wary of using a impact with the aluminum tiller handle but maybe that's the way to go.

It is spring loaded, the spring is to give resistance so the throttle won't move when you let go of the handle. Have someone push 'in' on the grip to alleviate the spring pressure and it may come off with normal phillips driver. If not, use an impact (lightly at first) while having someone push the grip in.. Should come out pretty easily.. good luck!
