Can you use automotive spark plug wires on an old (1960 40 hp) outboard?

No, you can't use modern carbon conductor (automotive) plug wires. You have to use the ones that have real wire on the inside of them.

carbon wire will not hold up to vibration.

You can buy that special solid core ignition wiring from any Bombardier dealer. They sell it in bulk- off a roll, part number 772584.
