Hello, me again, I am working on 1964 28hp, 2 cyl, model# 28402M.

I have a question on throttle lever that return to in between start and low position when I push throttle to ( HIGH or REP UP ).

Is that normal for this model ?. I never have this old motor before.

I see newer models when you throttle to high, it will stay at hi until you pull it back.
Please explane, Thank you.

Are you asking about the throttle on the remote control? Depending on which control you have, look on the bottom of it for a knob that adjusts the throttle friction.

Another thing to consider is if somebody has worked on or replaced the magneto coils and didn't adjust the magnet clearance the flywheel will rub and drag the spark advance and throttle toward slow/off.
