1990 XP 150 Rectifier/Regulator

Hello,
I have a low hours, 1990 Evinrude XP 150 (VE150SLESB) serial number
R08562691. Recently my tach started acting irratic and then quit altogether.
I have read a number of comments regarding how to test Tach failure verses Rectifier/Regulator failure and I remain unsure.
I have not experienced any problems with the battery draining from low charge but this hog has one of those 35 A charging systems.
I did a test as follows based upon something I read on this Blog.

I turned on the ignition key and did a voltage test at the grey wire on the terminal strip to ground and I see about 9 volts. I disconnected the tach lead and the voltage remains on the grey rectifier lead. I tested the tach lead and found very low voltage without being connected to the rectifier.

If I understand things correctly, this would indicate that the rectifier / regulator is failed.

Does anyone know if this is correct or any other test to determine Tach verses Rectifier failure?
