1998 E200TXECM surging at 3800rpms

Motor will get up on plane quickly she is a neptune 23 foot center console with the extended motor mount. But after on plane she will surge at 4000rpms as if fuel restriction or something? Will hold very steady at 35-3600 rpms. Fuel ball will stay full as we are running changed fuel filter checked for leaks none found. all cylinders appear to be firing as no miss or slow to get on plane. Checked all plugs all good gap and all are appear to have same firing color and gap is still good.

you could have cloggin high speed jets. also link n sinc may be needed.

I rebuilt all carbs mid summer, do hi speed jets go in a certian way? I just snuged them up.

Is it a slow up and down surge or a sudden drop in rpm and thens returns?

It will come up on plane and hold at 3800rpm but as it climbs up she jumps 4300 to 3500 then back and forth let off throttle to 3800 she runs fine

sounds like fuel issues to me..check all lines and connections, the check fuel pump, also carbs can get clogged easily, especially if you let it sit up without Sea Foam or other fuel treatment..even just a few weeks..I also had a motor once that kept getting a stuck needle valve on my bottom carb if I did not run all of the gas out after each use..a real pain in the butt it was. the carbs are easy enough to remove on that motor,,would be my first thing to do.
