Johnson 2002 130 Trim Tilt Issue

My 130 Johnson trim and tilt gets stuck in the up position, I actually have tolean on it and use the switch on the motor when putting the engine in thedown position. It tilts up no problem and when running I can use the triim switch in the throttle handle and the motor moves up and down without any restriction. I am not leaking fluid any ideas? If I need to replace it is it neccessary to remove the motor from the boat?
