91 johnson 4hp deluxe year?/change pinion gear to a metal one?

Just picked up a nice little motor. Want to verify the year, the model number is; J4RDHEIA.Is that a 1991, or as the serial number may show (B08806530), a Belgium made 1988? Also the plastic pinion gear is kind of interesting/scary, any way or need to change that set up to a metal one? Thanks!

If it were 104 hp. it would fail. With a 4 Hp. I would not worry about it as there isn't too much torque to worry about. Best of luck. Rick.
