Throttle problems on a 88 50 hp Evinrude

One of my friends has a 1988 50 hp Evinrude that has recently started having throttle problems. When they open it up it races, but when they try to back it down it won't do anything but continue to race. They checked the linkage and it's all free. The only way to get it to back down is to turn the key off. I would appreciate any help I can get.

run away engine, is this on the water or on muffs? on muffs never rev over fast idle, 1000 rpms. he is lucky it shuts down with the key.
