1988 88 HP SPL Evinrude - Bogs down

The engine 1988 88HP SPL ran great last year when I bought it. But now it seems like it runs out of fuel when giving it more that 1/4 throttle. Fuel line is new and bulb stays hard.

Could this be fuel pump? Is there a filter at the carbs that could be restricting flow? Or does this sound like maybe a carb overhaul is needed. Hate to pull carbs and rebuild only to find it was something else.

If it runs fine until you power up, then most likely its the carbs.
