My rotary steering is stuck??- 60 hp Johnson

My steering reasently froze up on me...I have realized that I need to replace my helm and cable. As I tried to remove the old cable I found that I can only pull it about 4" to 6" out of the steering tube until its sticks. I am not really sure what to do?? Also the Acuator arm on the port side is frozen can someone please help???

get a block of wood, and a hammer drive the steering shaft out of the tilt tube. very common. especially in salt water.
