My rotary steering is stuck??- 60 hp Johnson

My steering reasently froze up on me...I have realized that I need to raplace my helm and cable. As I tried to remove the old cable I found that I can only pull it about 4" to 6" out of the steering tube until its stuck. I am not really sure what to do?? Also the Acuator arm is frozen can someone please help???

get a block of wood and a hammer drive the shaft out of the tilt tube, very common in salt water boat.
