25hp Sportster Evinrude Shifting Problem

Just took boat out of storage, took is out tuesday night. Notice shifter cable plastic piece was cracked. When I shifted it at launch it must have broke and wasn't in neutral. So went forward and chewed up a basically new prop, just sharpened edges a little on concrete bottom. Pulled shifter cable pin and shifted by hand.

Seemed to dog a little on the way out, coming back was good to go. After trailering shifted it by hand a few times and noticed it was hard going into forward. Was just checking it and it wouldn't shift into reverse. Noticed in gear prop will rotate less than a 1/4 rotation and then stop. One way until stop and won't go into forward, other way until stop and it won't go into reverse. In the middle shifts freely. Is it suppossed to move at all? Any ideas would be very helpful.

you have to turn the prop when shifting, so the clutch dog can line up.

So it is normal for prop to turn that much by hand in gear? This problem is normal "operation" of the outboard? It is a console boat, seems like bad design to have to go to back of boat to reach down in water to turn prop for it to go into forward after backing up from a launch. Or do you only have to do this out of water if trying to shift?

Shift with the motor running OR turn the prop when shifting with motor not running (only done to check). Not a bad design!
