Evinrude 9.9 four stroke (high thrust) starting problems

Hi!

I am having problems with starting an Evinrude 9.9Hp 4-stroke engine(high Thrust?). Cannot identify the year of manufacture from the model/serial numbers and therefore unable to get hold of the correct repair/maintenance manual or order necessary spares to repair! Can anyone tell me what the correct year of manufacture is. Model No.BE10DBLEOC and Serial No.G03959862.
I got this second hand and saw it running before I purchased, but I feel it is an imported model, and cannot find Dealer/Agent in UK who can help!!

B at the beginning = made in Belgium. L is for longshaft. EO are the date letters =1995.

Dont know what the D and B in the middle are but if thats R, not B, its rope start

whenever I see someone on here from the UK I mention the YBW forums . When I see questions on YBW about outboards I always suggest iBoats.
