1994 Johnson 48 hp idle problem

I have a Johnson 48 spl 1994 model i think, model # J4ESLER. My problem is it will not idle with the engine cover on. If I take the cover of it idles at 1200 rpm and will idle fine once I replace the cover, but upon first starting I have to take the cover off? Also I can't seem to locate where you adjust the idle. Can anyone help? Thanks in advance.

is this a new problem, or an on going one? when were the carbs last cleaned. do you use the primer when starting, (pushing in on the key)?

I've owned the boat 3 months, had it serviced and tuned up. It has always idled at about 1000 rpm for about 10 seconds then dies. But if i remove the engine cover it idles fine. Yes I do push the primer for cold start. Also it has no fast idle lever or throttle button, and no primer bulb on the fuel line.
