1978 Evinrude not tsarting

Recently purchased a boat with a 1978 50hp evinrude. Engine turns over but doesn't start. I'm getting spark, Not sure hw long it sat for, possibly years.

Squirt some fuel in the carb throats once and see what happens.

Remove the hex drain plugs from the bottom of the carburetors and look closely at the inner ends of them. Are they coated with varnish-like stuff? If they are, it needs carburetor cleaning & new gaskets.

Use a spark tester similar to the one shown here: http://www.iboats.com/basics/ignition_system_tips.html Maybe $10 or so at an auto parts store. Should see a strong spark somewhere around 1/2 inch.
