1996 Johnson 40 wont shut off with key

I know this has been covered plenty but I just cant get it figured out. 1996 Johnson 40 J40TTLERE tiller w electric start wont shut off with key, but will with tether. Recently the motor wouldn't start and after troubleshooting decided it needed a new power pack. Replaced the power pack and started right up but now won't shut down with key. This was never a problem prior. Tether kills motor. I've chased the kill wire circuit with an ohm meter and am pretty confident I have continuity everywhere. UGH! I just want to go fishing! BTW I have NO experience with any of this until this problem arose. All my "knowledge" has come from reading this forum over the last 3 days. HELP!

Not sure, but, maybe a wire isn't fully engaged in one of the power pack multi-pin connectors.... All you did unplug old and re-plug new pack?
